I don’t really know the answer to this, but I suppose a lot of it is the challenge itself, without the perpetrator thinking about the consequences. In some cases, they might be doing it to sell on that information or gain money some other way
Some people have different understandings of right and wrong, they see it as subjective – if you don’t protect your data then it’s ok to take it.
They can see it as their career and how they make money or sometimes they do it just for fun and for the sense of achievement.
Others, could be doing it to gain information for their company or government or even to show how easy a system can be exploited when they’ve been ignored previously.
